摘 要: "二战"后,欧美国家推行新殖民主义策略,实施对发展中国家的经济、教育援助,向发展中国家输送知识、技术、文化和意识形态,从而出现了跨国高等教育活动。伴随着20世纪90年代经济全球化的进程加快,跨国高等教育迅速成为教育服务贸易的重要形式之一,并且实际上成为发达国家后殖民主义策略的组成部分。 Transnational Higher Education (THE) sprang out between late 1940s and early 1960s, just when US and European countries implemented international economic and educational aids policies for protecting their political and economic interests they got in developing countries during the Colonial period, that was called Neocolonialism. Since 1990s, along with the economic globalization, especially the rapid growth of the educational service trade benefiting from agreement of General Agreement on Trade in Services (GATS), Transnational Higher Education became very popular not only in developed countries but also in developing countries. However, it is ignored that THE has been developed as a new approach for developed countries to permeate their ideology, techniques and culture into developing countries and get considerable interests by a variety of collaborative programs in education. Because of that, it was also seen as a way of Postcolonialism.
