摘　　要： 政府管制过程实际上增强了而不是遏制了垄断权力,因此各国有放松规制、取消规制的趋势。就我国而言,自然垄断行业的政府管制已超出最佳行动范围,故应放松管制,建立有效促进竞争的机制,形成制度创新与技术创新的良性循环。 Governmental management rights increase the monopoly power and each country tends to relax the monopoly and to abolish the monopoly. Governmental management has surpassed the optimal operation scope in natural monopoly industry in China. The government should relax monopoly and set up effective competitive mechanism and form good recycle of system innovation and technology innovation.
