摘　　要： 中国行政体制改革显示出目标的多重性,即包括结构调整、能力建设与服务改进等多个方面。现阶段行政体制改革所处的客观环境决定了这些目标必须同时跟进、并行不悖,这既是行政体制发展本身的客观要求,也是实现行政管理现代化的重要战略选择。 China＇s administrative system reform has demonstrated the multiplicity of goals. Namely, it includes many aspects such as the structural adjustment, the capacity building and the improved service delivery and so on. The objective environment of administrative system reform at present stage decides these goals have to be followed up simultaneously and be compatible. This is the objective request for the development of administrative system, also the important strategic choice to realize administrative modernization.
