摘 要: 《美日返还冲绳协定》标志着美国放弃了在冲绳的特权地位,日本成功解决了战后遗留的南方领土问题。20世纪60年代美日两国对冲绳的政策呈现不同于50年代的发展态势。美国逐渐放弃了"晴空政策",从仅仅允许日本政府扩大对冲绳援助向要求日本在亚洲地区发挥积极作用、同意有条件返还冲绳的立场转变。日本对冲绳的政策则由争取分离返还向全面返还转变。两国政府在《美日返还冲绳协定》中有意隐瞒了日本政府应该向美国支付的财政补偿金额的真相。 With the Agreement between Japan and the United States of America Concerning the Ryukyu Islands and the Daito Islands, the US began to give up its privileged position in Okinawa, and Japan successfully settled the problem of its southern territory left by World War II. US and Japanese attitudes toward the Okinawa policy in the 1960s were quite different from those in the 1950s. The US gradually gave up its blue skies policy. At first, Japan was only allowed to send more aid to Okinawa, but gradually it was asked to play a more active role in Asia. The US also agreed to a conditional return of Okinawa to Japan. Accordingly, Japan changed the direction of its efforts from winning a separate return to the overall return of Okinawa. In the Agreement, both governments deliberately hide the truth concerning the financial compensation the Japanese government was to pay the US government.
