摘 要: 目前,粤港澳大湾区民办高职教育集聚发展主要存在体制机制不够健全、交流不够广泛、合作不够深入、理念存在差异、特色不够明显、重大研究平台不足、科技创新明显欠缺、法制存在差异等问题。在“一国两制”背景下,建设具有中国特色、体现中国精神的高水平民办高职院校,就必须推进民办高等教育的集聚发展,因为这在人才集聚、资源共享、平台共建、创新引领、知识外溢等方面,将对粤港澳大湾区建设世界一流湾区的目标具有非常重要的推动作用。从世界级湾区的发展经验来看,要实现粤港澳大湾区民办高等职业教育的集聚发展,就必须从体制机制上全面解放教育生产力,从跨界思维上加强重大研究平台建设,从科技创新方面加强创新理论的研究,促进创新人才集聚,从法制差异上寻求更多协同合作的可能。 Private higher vocational education in the Greater Bay Area of Guangdong,Hong Kong and Macao at present are facing some problems in their collective development,to name a few,imperfect system and mechanism,lack of extensive exchanges and in-depth cooperation,ideological disputes,less characteristics,short of major research platforms,inadequate scientific and technological innovation,and systematical legal inconsistence,and so on.Under the background of One Country,Two Systems,building high-level private higher vocational colleges with Chinese characteristics and mentalities necessitates promoting its collective development,in that it will play a more important role in developing a world-class Bay Area in terms of talent accumulation,resources sharing,platform co-constructing,innovation guiding,knowledge spilling over,etc.This paper borrows insights from experiences in other world-class bay areas,and advances strategies to stimulate the collective development of private higher vocational education in the Greater Bay area,like reforming system and mechanism to liberate the educational productivity,nurturing cross-boundary thinking to facilitate the construction of major research platforms,relying on technological innovation to invigorate research theories,attracting and gathering more innovative talents,and seeking more possibilities of cooperation while respecting systematic legal differences.
