广东省19个城市城乡社区公众应急认知的影响路径

摘  要: 目的分析城乡社区公众应急认知的主要影响路径,为城乡社区有针对性地开展应急教育,提升公众的应急能力提供依据。方法以前置-进行理论、风险的社会放大理论以及行动化系统理论等为基础,构建城乡社区公众应急认知影响路径结构方程模型。以广东省19个城市作为调研地区进行抽样调查,选取城乡居民1 200人进行问卷调查。结果共1 178人参加调查,其中男性558人,女性620人;城市居民792人,农村居民386人;粤北、粤东、粤西、珠三角被访者分别占12.2%、18.2%、19.4%、50.2%。研究结果表明,政府措施对公众应急认知起到正向影响;应急教育通过影响公众的应急态度和应急准备行为间接影响公众应急认知;正性信息对公众应急认知起到直接的正向影响,负性信息对应急认知产生直接的负向影响,并通过应急态度和应急准备行为对应急认知形成正向影响;公众应急认知、应急态度和应急准备行为之间还无法形成学习回路。结论政府需要加强应急管理与舆情管理,并加大应急教育投入,促使公众形成有效应急学习循环回路。 [Objective]To analyze the main influencing path of public emergency cognition in urban and rural communities,and provides evidence for targeted emergency education in urban and rural communities and improvement of public emergency capacity.[Methods]Based on Precede-proceed Model,the Social Amplification of Risk Framework and the Enacted System Theory,a structural equation modeling of public emergency cognition in urban and rural communities was constructed.A sample survey was conducted in 19 cities of Guangdong province,and 1 200 urban and rural residents were selected for questionnaire survey.[Results]A total of 1 178 people participated in the survey,including 558 men and 620 women.There were 792 urban residents and 386 rural residents.The respondents of north Guangdong,east Guangdong,west Guangdong and pearl river delta were 12.2%,18.2%,19.4%and 50.2%respectively.The results showed that government measures had positive effects on emergency cognition.The emergency education had indirect effect on public emergency cognition through influencing public emergency attitude and emergency preparedness.Positive information had a direct positive effect on public emergency cognition.Negative information had a direct negative effect on public emergency cognition,and it had a positive impact on emergency cognition through emergency attitude and emergency preparedness.There was no learning loop between public emergency cognition,emergency attitude and emergency preparedness.[Conclusion]The government needs to strengthen emergency management and public opinion management,and increase the input of emergency education,so as to facilitate the public to form effective emergency learning loop.
