摘　　要： 学术期刊编辑活动是一种高层次、隐匿性精神产品的创造过程，具有独特价值和特征。学术期刊传统的办刊思维面临挑战，而策划是铸造学术精品的关键。 The editing and scheming of learned Journals is a high - leveled intellectual production of concealment, therefore, has a particular value and characteristic of its own. The traditional thinking is faced with challenges. Scheming is the key to the creation of academic treasures of fine quality.
