摘　　要： 从市场、资源"两个统筹"到市场、资源、规则"三个统筹",是我国统筹协调国际国内两个大局战略思想的重大创新。在全球价值链时代,统筹国际国内两类规则成为统筹国际国内两个市场和国际国内两种资源的核心和关键。统筹国际国内两类规则,包括国际规则国内化和国内规则国际化两个方面。改革开放以来,特别是加入世界贸易组织以后,我国以开放促改革促发展,在国际规则国内化方面成就突出,但是在参与国际规则制定、国内规则国际化方面相对滞后。随着国际政治经济格局的不断变化,统筹考虑和综合利用国际国内两类规则,进一步提高我国国际规则国内化的效益,提升我国国内规则国际化的能力,不仅是实现中华民族伟大复兴中国梦的重要战略选择,而且也是中国在重塑国际经济新秩序过程中发挥更大作用的需要。 The development from the ＂two co-ordinations＂ of the market and resources to the ＂three co-ordinations＂ of the market, resources and rules is a major innovation to China＇s strategic thinking of considering the overall domestic and international situations. In the global value chain era, the co-ordination of international and domestic rules has become the focus and key of coordinating the domestic and international markets and resources. Coordinating international and domestic rules includes the internationalization of domestic rules and the application of international rules to domestic conditions. Since the reform and opening up, especially after joining the World Trade Organization, China has promoted reform and development through opening-up and made great progress in applying international rules, but it is lagging behind in participating in the formulation of international rules and the internationalization of domestic rules. With the continuous changes in the international political and economic situation, considering the overall domestic and international rules and comprehensively making use of them to get China to apply international rules more efficiently and become better able to deal with the internationalization of domestic rules is not only an important strategic choice for achieving the great rejuvenation of the Chinese nation, but also what is needed to ensure that China can play a bigger role in reshaping the new international economic order.
