摘　　要： 数字贸易的迅速发展亟需构建系统、公平和有效的数字贸易治理框架。WTO数字贸易规则的滞后以及区域性治理模式之间的分歧为中国参与全球数字贸易治理提供了契机。本文从DEPA作为专门性数字贸易制度安排的视角,在解读DEPA推动数字贸易便利化、数字转移自由化、构建更广泛的信任环境、促进技术创新与中小企业合作等主要特点的基础上,剖析了中国加入DEPA在战略规划、制度建设和数字经济规模方面所具备的优势,以及面临的数字贸易关键条款差异和地缘风险挑战。基于加入DEPA所面临的机遇和挑战,本文提出,中国可以将深化国内数字经济治理的规制建设、加强区域性数字治理合作以及推动亚太自由贸易区谈判作为参与全球数字贸易治理的战略路径。 The development of digital trade urgently needs a systematic,fair and effective digital trade gov⁃ernance framework.The lag of WTO digital trade rules and the differences between regional governance models provide an opportunity for China to participate in global digital trade governance.From the perspec⁃tive of DEPA,this paper analyzes the characteristics of DEPA as a specialized digital trade institutional ar⁃rangement,and finds that China has certain advantages in strategic planning,system construction and digit⁃al trade governance in entering DEPA;At the same time,it also faces the challenges of differences in key terms of digital trade and geographical risks.Finally,the paper suggests that China can deepen institutional reform,strengthen regional digital governance cooperation and promote the negotiation of Free Trade Area of the Asia⁃Pacific as the strategic approachs to participate in global digital trade governance.
