摘　　要： 近几年来,美国受经济和社会问题、对外战争、新兴大国崛起等问题的困扰,国际声誉连续下降、世界霸主地位受到种种质疑。面临内外困境,美国政界学界对于美国未来的全球战略展开了激烈的争论。在此次大讨论中美国自由派学者活跃,他们在批判新保守主义的基础上,以"自由主义国际秩序"与"霸权合法性"为核心,形成了系统的全球战略观,认为"自由主义国际秩序"由美国建立并主导,该秩序与美国霸权合法性相互影响,是维持美国霸权的重要基础。对美国全球战略思想这一线索进行深入分析,明确其特点和实质,对我们认识和应对美国全球战略具有重要的意义。 Because of economic and social problems,foreign wars,the rise of emerging powers etc.,United States has undergone the decline of international reputation, its global leadership also been questioned over the years.Under these conditions, a fierce debate has been occurring and liberal scholars play a more active role. They critique neoconservatism and put forward a systematic ideas about American global strategy based on 'Liberal World Order' and 'Hegemony Legitimacy '.They maintain that United States created liberal world order in the last six decades and lead it up to now,it's the important foundation of American hegemony constant presence.In order to understand and cope with the adjustment of American global strategy,it's necessary for us to have a deeper look at the logic underlying this new trend of liberal internationalism.
