摘 要: 粤港澳大湾区经济基础雄厚、创新能力突出、开放程度领先、区域合作基础良好,具备建成全球科技创新中心的基础。然而由于粤港澳大湾区属于“一国两制三个关税区”的格局,湾区内各地区不仅存在明显的知识产权制度差异,而且在产业结构、知识产权运营与服务等方面也具有一定的不平衡性,由此不可避免地增加湾区内知识产权的交易成本,限制了创新要素在湾区内实现完全的自由流动。粤港澳大湾区须在知识产权方面加大协同力度,构建政策协同机制、执法协同机制、产业协同机制、服务协同机制和运营协同机制,进一步突破创新发展障碍,打造新型合作平台。 The Guangdong-Hong Kong-Macao Greater Bay Area has a solid economic basis, outstanding innovation capability, leading openness and good regional cooperation, which lays the foundation of building into a global science and technology innovation center. However, due to the pattern of "one country, two systems and three tariff zones" of the Greater Bay Area, differences in inter-regional intellectual property systems, imbalances in industrial structure, intellectual property operations and services in various regions of the Greater Bay Area trigger large transaction costs, which limits the ability of the innovative elements to achieve complete free flow in the Greater Bay Area. The Greater Bay Area must increase coordination in intellectual property, building the policy coordination mechanism, the law enforcement coordination mechanism, the industrial coordination mechanism, the service coordination mechanism and the operational coordination mechanism to further break through the obstacles of innovation and create a new platform for cooperation.
