摘 要: 伴随着我国远程教育的蓬勃发展,也产生了许多针对其质量问题的争论与质疑。本文从远程教育的特点出发,对当前存在的将远程教育质量强行向普通学校教育质量看齐的观念与做法进行了简单分析,指出其不合理性,并就建立起符合我国远程教育实际的新型的质量观提出了几点看法。 With the introduction of a proposal″to implement the Modern Distance Education Project,to develop a net-work for open learning and to construct a lifelong education framework″under the Ministry of Education's The Action Scheme for Invigorating Education towards the21st Century,modern distance education in China has en-tered an important phase of development.Central Radio&Television University and dozens of higher institutes have established an e-school offering a modern form of distance education.However,this development has been controversial from the very beginning and the critical issue of″quality″has come under close public scrutiny.While public opinion on the quality of distance education has rarely been completely negative,most people have expressed doubts and concerns over this modern form of distance education.The author of this paper main-tains that there are contextual as well as idiosyncratic factors affecting the quality of distance education.This author believes that if China is to implement the Modern Distance Education Project and to establish a new perspective on quality for this new form of education,we need to go back to basics and thoroughly examine its teaching models,intended targets,social roles,objectives and goals as well as historical mission.To this end,this author suggests that a new perspective on quality and human resources should be formulat-ed.This perspective has to take into account students' satisfaction and market elements.The goal is to establish a framework of quality for modern distance education which can be utilized at different levels and different types of educational institutes.
