摘　　要： 要做好三峡库区的扶贫、移民工作，必须加大开发力度。通过合理开发土地，缓解人地矛盾，保护生态环境；通过开发农副产品，达到库区贫困人口增收；通过开发高新技术，促使库区工农业产业化，提高经济效益，增强经济实力。注重人才开发，提高库区人民的素质，是开发土地、农副产品、高新技术的根本保证。 The paper argues that to obtain good results in the aid the poor drive and relocation of the local people around the Three Gorges Reservoir Area, it is imperative to strengthen the efforts for development. By a reasonable and rational development of land resources it is possible to alleviate the contradiction between the limited land and the growing population while the ecological environment is adequately protected. By the development of farm and sideline Products, the income of the poor households in the Reservoir Area will be increased. By the development and application of high and new technologies in all types of industrial and agricultural production, the economic efficiency and strength of the Reservoir Area will be improved. What is most important is the development of human resources. The improvement of the quality of the local population constitutes the fundamental guarantee for the successful development of land, farm and side line products and high and new technologies.
