摘 要: 地方师范生公费教育政策作为国家师范生公费教育政策的延伸和有效补充,可以更加精准地为农村学校培养优秀教师资源,极大地改善了城乡师资结构失衡的状况,其经历了从免费到收费、从免费到公费、从国家到地方三个阶段的发展历程,总体上呈现出以下特点:培养目标精准改善本地区农村义务教育实际问题、“以县为主”的招生计划模式更贴近实际、重点培养小学全科教师与短缺学科教师。研究显示,地方师范生公费教育政策存在招生、进退及个人专业发展等政策设计不完善、地方政府配套措施特别是经费支持力度不足以及培养院校之间缺乏竞争机制等问题。为此,多措并举、有破有立地提出完善地方师范生公费教育政策的对策建议,以期实现地方公费师范生教育政策颁布落实的最初目标。 As an extension and effective supplement of the public education policy for national normal students,the public education policy for local normal students can cultivate excellent teacher resources for rural schools more accurately,and greatly improve the imbalance of teacher structure in urban and rural areas. It has experienced three stages of development:from free to charge,from free to public expense,and from the state to the local and shows the following characteristics:precise training objectives to improve the practical problems of rural compulsory education in this region,the "county-based" enrollment plan mode is closer to reality,focus on training general subject teachers and subject teachers in short supply in primary schools. The research shows that there are some problems in the public education policy of local normal students,such as imperfect policy design of enrollment,advance and retreat and personal professional development;insufficient supporting measures of local governments,especially financial support;lack of competition mechanism among training institutions. Therefore,we should take many measures at the same time and put forward countermeasures and suggestions to improve the public education policy of local normal students,in order to achieve the initial goal of the promulgation and implementation of the public education policy of local normal students.
