摘　　要： “双减”政策背景下,课后服务政策执行成效愈发受到人们的关注。本研究借助史密斯政策执行过程模型,从政策本身、执行环境、执行机构和目标群体等四个方面对S市中心城区校内课后服务政策执行过程进行深入研究,剖析该政策执行过程中产生的“冲突”,并就“冲突”提出对策建议:加大政策供给力度,增强政策执行的价值认同度;营造良好的政策执行环境;提升政策主体的能动性;增强政策目标群体的参与度、满意度与认同度。 Ever since the Double Reduction was issued,the executive effectiveness of after-school service policies has aroused widespread concern.The present study borrows insights from Smith's policy implementation process model,and conducts an in-depth analysis of the policy's implementation in downtown S city from four aspects of the policy itself,the implementation environment,the implementation agency and the target group,conflicts in particular.Then the study puts forward some measures and suggestions on the conflict resolution,that is,enhacing policy supply,raising people's recognition of policy value,creating a favorable environment;strengthening subjects'agency;encouraging more participation,and increasing people's satisfaction and identification。
