摘　　要： 在税收国家出现的过程中,两个新的要素会随之出现:纳税人群体和建立现代民主制度的需求。这两个新的要素会从两个方面对政党国家体制造成影响:一方面出现扯断交叉依附连线的政治要求;另一方面政党国家的自我支持机制逐渐弱化。 With the appearance of tax-states, there occur two new essential elements：the group of taxpayers and the need to establish modern democratic institutions. These two elements will have influence on party-state system in two aspects：one being the emergence of the political demand for breaking the intersecting line, the other being the gradual weakening of the self-supporting system of party-states.
