摘　　要： 相对于其他非农产品而言,纺织品和服装贸易自由化的道路异常曲折。这主要是因为发达国家阻扰的缘故。《纺织品服装协议》虽然已经正式失效,发达成员方仍然可以利用自己的优势,滥用WTO中的限制纺织品与服装贸易自由化的法律措施。文章就限制纺织品与服装贸易自由化中影响比较大的几种典型的法律措施的立法规定、滥用原因和应对建议等方面进行了深入的阐述。 To other non - agricultural product, the path of textiles and garment trade liberalization is exceptionally winding, which mainly results from developed country＇s obstruction. Although ＂Agreement on Textiles and Garment＂ has already officially expired, the developed member countries still are allowed to use their own superiority and abuse the WTO legal measures that limit liberalization of textiles and garment trade. The article elaborated thoroughly legislation stipulation of several typical legal measures, the reasons of abusing them and corresponding countermeasures.
