摘　　要： 头脑风暴法又称智力激励法,是一种激发创造性思维的方法,被广泛应用于社会各个领域。在大学的教学中也被广为应用。大学的公共政策规划课程旨在教给学生公共政策规划知识,培养公共政策问题的分析与解决能力。而团体头脑风暴法就是一种解决问题的良好方法。因此,在公共政策规划课程中实施头脑风暴教学法是有优势的,它的有效应用将提升学生的政策规划思维能力。在头脑风暴教学法实施前,应当做好充分的准备工作;在实施时应当鼓励学生积极参与;在实施之后则应注意反馈和总结。只要我们积极探索公共政策教学改革,一定能不断提高教学质量,为社会主义培养出合格的公共政策人才。 The brainstorming method,also known as intellectual stimulation,is widely used in a variety of fields in society to stimulate creative thinking,and teaching in university is no exception.In university,the course Public Policy Planning is designed to foster students’knowledge and ability in public policy planning.Group brainstorming is such a good way to help nurture critical thinking in problem solving if explored properly that it could be facilitative in teaching this course.This paper proposes strategies to make the best of group brainstorming.Firstly,good preparation shall be made before teaching.Secondly,students shall be encouraged to take an active part in in the teaching.Thirdly and finally,a review shall be done.Group brainstorming may be one the approaches to reforming the teaching of Public Policy Planning,and hopefully its application could help improve teaching effect,and develop higher quality talents.
