摘　　要： 推进乡镇政府职能转变,对于建设基层服务型政府和实现乡村治理现代化具有十分重要的意义。当前,乡镇政府职能转变过程中面临的主要问题有:"任务型乡镇"行政生态环境并未根本改变,乡镇政府拥有的权力与承担的责任不对等,乡镇政府角色功能在实践中存在越位和缺位,乡镇干部有效履职和服务的动力不足等。新的历史条件下推进乡镇政府职能转变,需要进一步理顺县乡关系、优化乡镇行政生态环境,提高乡镇政府自主能力、改变权责不对等状况,对乡镇政府角色功能进行恰当定位,完善激励机制、增强乡镇干部转变职能内驱力。 The function transfornation is of great significance for the construction of service-oriented government in villages and towns and for the modernization of township governance. The current u task oriented-townshipH administrative ecological environment has not changed fundamentally; the power of township government is not equivalent to its responsibility; its role is dislocated; the moti-vation of promoting the transfor^nation of government function is not strong enough. All of that are dilemmas existing in the transfor^na- tion of township government function. Therefore,we need to straighten out the relationship between county and township,optimize the township administrative ecological environment, improve the autonomy of township government, change the status of inequalities be-tween its power and responsibility, locate the role of township government properly, and enhance the inner drive of township government function transformation.
