摘　　要： 我国已初步建成覆盖全民的基本医疗保险体系,但目前该体系呈现"碎片化"的局面,尤其是城乡分割所带来的城乡差距违背了基本医疗保险的公平性原则,并引发一系列弊端。我国下一步医保改革的重点应该是加快城乡统筹,整合三大医保制度。本文基于全民医保与公平性的角度,提出我国医保制度城乡统筹需要重点把握五个方面的问题,包括统筹的核心、统筹目标、统筹主体、统筹路径和统筹任务。 An overall structure of social medical insurance has been formed covering all rural and urban residents in China. But thefragmentation and urban-rural divisionproblems have brought a set of social inequity problems. Thereby, the next step of Chinese medical reform should focus on the urban-rural integration. In this article, we come up with five most critical issues that should be taken into account during the integration process.
