摘　　要： 目前民间商会呈现出民间性和自律性逐步增强的态势,其治理特点体现在发挥政府和企业间桥梁纽带作用、积极参与社会公益慈善事业等方面。同时存在着外部管理体制没有理顺、发展目标不够清晰、自身职能发挥不到位等问题,需要加强外在环境与自身发展方面的建设。另外,要继续坚持在公益慈善领域的积极作为,体现非营利性公益事业特点。 Non-governmental chambers of commerce, which are operating more independently and legally, have contributed greatly to the coordination between government and enterprise and to the development of China＇s charity industry. However, problems still exist, such as flawed external management system, no clear-cut development objective, functional inadequacy in practice. It follows therefore that non-governmental chambers of commerce should contrive to improve the external and internal environments so as to maintain their constructive efforts in public benefit activities.
