摘　　要： "善治"理念主张治理主体的多元化,强调政府与公民的共同参与,这为实现我国城乡居民养老保险制度的可持续发展提供了一种新的思路。因此,针对目前城乡居民养老保险制度存在的问题,文章提出将"善治"理念融入到城乡居民养老保险制度的发展中,要充分发挥政府、公民个人等多方主体在其可持续性发展中的作用,通过不同主体之间的合作实现城乡养老保险体系一体化。 As a new system, Urban and rural residents endowment insurance system is faced with many problems. Thus, it need the joint efforts of government, citizens and social aspects of the subject. The concept of ＂good governance＂ advocates the diversification of the governance and it provides a theoretical basis for the perfection of the urban and rural residents endowment insurance system in China. In this paper, the urban and rural residems endowment insurance system will be combined with the concept of ＂good governance＂, and it will offer a way to give full play to the government, enterprises, social organizations and individual citizens in system consummation. What＇ s more, the government can realize the integration of urban and rural endowment insurance systemthe by the cooperation between differ- ent subjects.
