摘　　要： 贾斯汀·特鲁多政府的“印太战略”以全社会参与为核心方式,以国家关系、多边合作和女性主义援助为三大主题,专注于安全、经济、人文交流、可持续发展与伙伴关系等五个相互联通的战略目标。贾斯汀·特鲁多政府的“印太战略”略具有鲜明的时代印记,经历了从只重视经济向价值观、安全和经济三者并重的方向发展。当前,它以自由主义价值观为内核,强调应遵守“以规则为基础的国际秩序”;以中国为首要对象,强调要应对机遇和挑战并存的战略形势;以盟友与伙伴为倚靠,坚持合作与挑战并举的战略方针。贾斯汀·特鲁多政府“印太战略”的形成与制定经过了深思熟虑,它是加拿大奉行贸易多元化路线的要求,回应美国“印太战略”的需要和中等国家外交的产物。尽管贾斯汀·特鲁多政府宣称要抓住印太地区的战略机遇,真正成为其可靠的伙伴,但进取心不足、难以有效平衡中美关系、过于看重价值观以及国内政治束缚等问题,决定了加拿大的印太之路必定漫漫,成效也将相当有限。在印太事务中,中国需要团结好加拿大,发挥其积极影响,限制其消极作用。 The Indo-Pacific Strategy of the Justin Trudeau government has three main themes:relations with regional actors,multilateral cooperation,and feminist international assistance.It takes a whole-of-society approach and focuses on five interconnected strategic objectives:security,trade and investment,people-to-people exchanges,sustainable development and partnerships.Bearing distinct characteristics of the time,the Trudeau government’s Indo-Pacific strategy has shifted away from the previous focus on only economic matters to equal attention to the trio of values,security,and economics.It takes liberal values as its ideological core and emphasizes compliance with the rule-based international order.Viewing China as its primary target,it stresses the need to deal with the strategic situation where opportunities and challenges coexist.It relies on allies and partners,and adopts a twin-pronged strategy of both cooperation and competition.The Trudeau government’s Indo-Pacific Strategy was thoughtfully deliberated and crafted as a product of Canada’s pursuit of trade diversification,the need to respond to the US Indo-Pacific Strategy,and its middle power diplomacy.The Trudeau’s government has vowed to seize the Indo-Pacific’s strategic opportunities and make Canada a reliable partner.However,Canada’s road to the Indo-Pacific is bound to be long and hard,and its achievement will be quite limited because of its the lack of ambitions,the difficulty of effectively balancing relations with China and the US,the overemphasis on values,and the constraints of domestic politics.China needs to win over Canada in order to persuade it to play a positive role in Indo-Pacific affairs and limit its negative influence.
