摘　　要： 晚清时期,西学翻译渐盛,书籍盗版日益严重。出于维护自身权益或民族利益的实际需要,不少民间出版人士纷纷表态,痛陈版权保护与译者利益乃至社会进步之间的关系,提请政府出台政策,实施版权保护。民间出版人士提出的版权诉求有的是针对国内义利,有的则是针对国际公例。对于这些要求,政府的回应大多比较积极,这为近代版权法律的出台奠定了基础。 The translation of western books boomed in the late Qing period ,but the problem of copyright infringement was serious . Many private publishers pointed out the relationship between the protection of copyright and the interests of the translators and the society , and appealed to the government to establish translation copyright policies . The appeals were made either for the interests of the nation or for the international conventions . T he government responded to most of the appeals , w hich helped to lay a foundation for the copyright law s in modern times .
