In the late Qing Dynasty, western knowledge translation has substantially increased and piracy of translation became increasingly serious. To protect their own rights or national interest, civil publishers like LIAN Quan and ZHANG Yuanji had successively made the appeal of translation copyright to the government either in their own names or on behalf of their employers. They believed that copyright protection was related to the interests of translators, as well as cultural and educational progress of society, so the government should assume obligation to develop policies and implement copyright protection. With regard to these copyright claims, the government made positive responses by issuing official notices, which had contributed to the further prosperity of late Qing translation business.
