摘　　要： 建设全国统一大市场,深化要素市场化改革,能促进以国内大循环为主体、国内国际双循环相互促进的新发展格局的构建。全国统一大市场是赋能新发展格局实现的基础支撑,新发展格局是夯实全国统一大市场建设的关键引擎。目前我国统一大市场建设存在的困境是:政府与市场边界不清,制约市场在资源配置中起决定性作用,生产要素流通受限;地方主导的“行政区经济”加剧地区间行政壁垒,区域协调发展不力;国内外市场环境规制、产业标准及生态治理存在显著差异,内外有效联动不足。因此,应以明确政府和市场角色定位为前提、以打破行政区壁垒加快建设高标准市场体系为基础、以构建国内国际联动发展的产业链条盘活全球市场和资源为抓手,全面推进全国统一大市场建设。 Building a unified national market and deepening the market-oriented reform of factors can promote the construction of a new development pattern with domestic circulation as the main body and domestic and international dual circulation promoting each other. A unified national market is the basic support for enabling a new development pattern, and the new development pattern is the key engine for consolidating the construction of a unified national market. However, at present,the difficulties existing in China’s unified national market construction are follows: the boundary between the government and the market is unclear, which restricts the market to play a decisive role in the allocation of resources, and the circulation of production factors is limited;the local-led "administrative economy" intensifies the administrative barriers between regions, and the regional coordinated development is ineffective;there are significant differences in domestic and foreign market environmental regulation, industrial standards and ecological governance, and the effective internal and external linkage is insufficient. Therefore, we should comprehensively promote the construction of a unified national market on the premise of clarifying the role of the government and the market, breaking down the barriers of administrative regions and accelerating the construction of a high-standard market system, and building an industrial chain of domestic and international linkage development to revitalize the global market and resources.
