摘　　要： 政府层级间信息传递失真的现象有两类:一是自下而上的信息失真,表现为谎报和瞒报;二是自上而下的信息失真,体现为下级对上级传达的信息有选择性地接收和执行。信息传递失真的原因与上下层级间的信息不对称、官员的激励机制扭曲以及缺乏有效的信息来源和监控途径密切相关。提高信息在传递过程中的真实性,不仅需要扩大信息的来源途径和提高所获取信息的质量,而且还必须增强对官员的监督与控制。 There are two types of information distortion delivering in the hierarchies of the government.One is the information distortion delivering from bottom to top which represents lies and concealments.The other is from top to bottom which reflects selectively choices and performance to the information transmited by superior.The reasons of information distortion include information dissymmetry between the hierarchies,the distortion of incentive mechanism and lack of effective control over information.To enhance the authenticity of information not only needs to expand information sources and improve information qualities,but also strengthen the control over officers.
