摘　　要： 发展经济应以人民的福祉为终极目标,但目前经济增长效益的共享仍是一种期待。提出"国民幸福总值"、施行"善治"的南亚小国不丹,重视改善民生问题,构建以"效率优先,机会平等"为理念的社会保障制度体系的新加坡,它们为本国人民铺垫幸福之路的历程或许可以成为我们实现幸福的参照。 The ultimate goal for economic development should be targeted at the welfare of the people. However, it is still an expectation to share the fruits of the economic development. This paper, analyzes various examples such as the Kingdom of Bhutan＇ s slogan ＂citizens＇ happiness index＂ and implementation of ＂good government＂, and Singpore＇ s emphasis on people＇ s well-being, e.g., the construction of the social security system based on the principle ＂priority of efficiency, and fairness of opportunity＂ . Their experiences to lay a path to happiness can be a lesson for our goal to achieve happiness.
