摘　　要： BOT是一种私人资本参与一国基础设施建设的方式。目前 ,我国急需通过 BOT方式引进外国资本 ,发展基础设施建设 ,促进国民经济增长。本文从 BOT的性质、BOT特许协议的性质及政府保证方面对 BOT方式进行探讨。 BOT is pattern in which private investment is involved in a country.At present,our country is in a great need of drawing foreign capital through BOT to develop the basic construction,thus enhance the national economy.This essay is to probe into BOT in terms of its nature,the nature of special-permitted agreement and government guarantee
