摘　　要： 乡村旅游社区需要通过嵌入性治理实现包容性发展,如何破解因资本下乡的负外部性导致的社区发展风险和治理脱嵌,实现乡村旅游社区的嵌入性治理,是亟须正视和解决的现实问题。基于双向运动理论和乡村建设研究的理论资源,运用田野调查法、深度访谈法和焦点小组访谈等方法,考察乡村旅游社区治理的脱嵌困境和嵌入性治理路径,构建了双向运动视角下乡村旅游社区嵌入性治理的理论框架。研究发现,以资本下乡为主导的乡村旅游发展方式凸显了市场至上“正向运动”的固有缺陷,导致乡村旅游社区面临着城与乡的发展失衡、内与外的利益冲突和主与客的角色矛盾等脱嵌困境。然而,三重脱嵌困境培育了乡村自我保护“反向运动”的外部环境,推动乡村旅游生产方式由资本下乡主导向乡村建设主导发展,并通过主体再组织化、城乡循环修复和文化生态整合,建构了乡村旅游社区的嵌入性治理的主体基础、内容基础和秩序基础。 Rural tourism communities need to achieve inclusive development through embedded governance.A practical problem that needs to be faced and solved is that how to break the risk of community development and governance de-embedding caused by the negative externality of capital going to the countryside so that can realize the embedded governance of rural tourism communities.Based on the two-way movement theory and the theoretical resources of rural construction research,this paper uses field survey method,in-depth interview method and focus group interview to examine the de-embedding dilemma and embedded governance path of rural tourism community governance,and develops a theoretical framework of embedded governance of rural tourism community from the perspective of two-way movement.The paper finds that the development of rural tourism led by capital to the countryside highlights the inherent shortcomings of the forward movement of market supremacy,resulting in rural tourism communities facing the de-embedding dilemma of imbalanced development between urban and rural areas,conflicting internal and external interests,and contradictory roles of host and guest.However,the triple de-embedding dilemma fosters the external environment of the reverse movement of rural self-protection,promotes the development of rural tourism production from capital-led to rural construction-led,and constructs the subject basis,content basis and order basis of embedded governance of rural tourism communities through subject re-organization,urban-rural cycle repair and cultural-ecological integration.
