摘　　要： 独立学院管理机制是独立学院管理所依托的制度性结构及其构成方式。完善独立学院管理机制是办好独立学院的必然要求。当前,独立学院管理机制还存在一些问题,主要表现是决策主体错位和决策缺位、动力杠杆结构性缺失和约束缺失。这些问题之所以产生,其较深层的正式的宏观制度根源主要是现实高校产权制度和高等教育管理体制存在的弊端,其较隐蔽的非正式的宏观制度性根源主要是现实法治观念淡薄和"高等教育准公共产品论"造成的困境。因此,完善独立学院管理机制的相关宏观制度改革,在正式制度方面主要是建立现代独立学院产权制度和主体机制互补型高等教育管理体制;在非正式制度方面主要是优化法治环境和树立科学的高等教育产品观。 Independent institutes management mechanism is the framework and the institutional structure on which Independent institutes management depends.It’s an inevitable requirement for running Independent Institutes well to improve the management mechanism.At present,Independent institutes management mechanism still has some problems which have the main performance of decision-making mainstay misalignment and decision-making absence,power lever structural loss and constraint lack.The deeper-seated causes of these problems are the formal macro-institutional roots which mainly are the deficiencies of university property rights system and higher education managerial system,and the coverter informal macro-institutional roots which are difficult positions that caused by the realistic light conception of rule and higher education quasi-public products theory.Therefore,the relevant macro-system reform of improving Independent Institutes operating mechanism is to establish a complementary management system of modern university property rights system and mechanism of higher education subject in a formal system aspect,and is to optimize law environment and build up the scientific view of higher education products in an informal system aspect.
