摘　　要： 2009年底的哥本哈根气候大会最终之所以没能达成有法律约束力的文件,主要原因可归结为是否坚持及如何坚持"共同但有区别的责任"原则,该原则的内容与实施过程的复杂性与艰难性揭示了各国间利益纷争、政治博弈的日益激烈。通过对该原则实施现状及存在问题的分析,寻求一条完善原则、协调纷争之路,对于更好地协调发达国家与发展中国家之间的利益冲突、解决国际纷争都将有巨大的指导作用。 The Copenhagen Climate Conference at the end of 2009 was ultimately failed to reach a legal binding documents, its main reason boils down to whether insist and how to adhere to the ＂ common but differentiated responsibilites＂ principle. The content of the principle and implementation complexity of the principle reveals the nations benefit disputes and fierce political conflicts. The paper has sought a road to perfect principle and coordinate disputes based on the current situation of implementing the principle and analysis of the existing problems. It will have great guidance for better coordination interest conflicts between developing and developed countries.
