摘　　要： 大量事实证明:在传统国家实力的支撑下,"Rogue State"这一词语在美国对外政策话语中产生了十分特殊的语义效应,美国政府利用该词的语义功能,在对外政策中充分地发挥了对外政策工具的效用,如给一些国家带上"Rogue State"的帽子,在国内以争取民众对政府政策更多的支持,在国际上则作为谈判的砝码或作为制裁甚至是发动战争的借口。 It has been proved that ＂Rogue State＂ has fully played a special semantic role as a tool of U.S. foreign policy in the discourses of U.S. foreign policy based on the traditional U.S. superpower. More support from the American people can be obtained if the U.S. government uses it in the discourses of U.S. foreign policy, and in the international community, ＂Rogue State＂ has been used as a weight in the diplomatic negotiations, or as an excuse of a sanction even a war. HowtheU.S. govemmentutilizes ＂Rogue State＂ as a tool to control and adjust its foreign policy will be discussed to get a better and deeper understanding about the semantic connotation of ＂Rogue State＂ .
