摘　　要： 全面贯彻依法治国基本方略,推进依法行政,建设法治政府,是中国共产党治国理政方式的重大转变。以广州市为范本,选取城市发展中的"拆迁"工作和司法解决纠纷的"花东调解模式"为主要范例,剖析其在法治政府实现方式上的创新之举,以及对于实现法治政府治理的启示。 Referring to the way of ruling and administering a state, it is a significant change for the Communist Party of China to implement the fundamen tal strategies of ruling the state by law, to promote the administration hy law and to construct a government ruled by law. This paper conducts a case study of Guangzhou and focuses on the demolition and relocation work and ＂ East Huadu mediation mode＂ conducted in the justice practice of dispute settlement, whicb are considered examples of innovation in realizing a government ruled by law and bring about enlightenment in governing by law.
