摘　　要： 农民的土地使用权是模糊残缺的 ,也是脆弱的。要加强对农民土地使用权的保护 ,就要改革现有的土地出让方式 ,进一步明确农民的土地使用权以及其他保护措施 ,如完善对农民土地的征收、征用和补偿制度 ,建立司法审查制度 ,提高农民的法律权利意识等。 At present,farmers' right of land using is unclear and vulnerable.To strengthen the protction of their right,it is necessary to reform the way how land is sold,to make clear their right and protection measures,which include the improvement of land imposing,land requisition,custody system,setting-up leagal census system and raising farmers' awaremess of rights.
