摘　　要： 通过对我国学术信息资源开放获取政策环境的扫描,指出国家方针政策、利益相关者的态度、开放获取资源发展现状等重要因素对开放获取政策的要求。认为我国开放获取政策应以推动创新为最终目标,现阶段,鼓励利益相关方参与、推动开放获取资源的标准化规范化建设与利用、推动公共资助成果的开放获取是政策的直接目标。围绕上述目标,从政策制定主体来看,现阶段应着重加快国家宏观指导性政策的出台,完善科研资助机构的开放获取政策;从政策内容来看,现阶段应以适合国情的建设思路、公共资助成果开放获取政策、开放获取期刊运行政策、开放获取知识库建设标准、开放获取资源整合开发政策、资金投入政策为政策制定重点。 Through the scanning of the policy environment of open access to academic information resources in China,this paper points out the requirements of the important factors to open access policy, such as national policy,stakeholders＇ attitude and the status of open access. It argues that the ultimate goal of China＇ s open access policy is innovation. At this stage, the direct target of policy is to encourage the participation of stakeholders, promote the standardization and utilization of open access resources, and promote the open access to research results funded by government. Based on the above objectives,from the perspective of policy makers,China should focus on accelerating the development of national macro guidance policy, and improve the scientific research funding institutions ＇ open access policy; from the perspective of policy content,the construction ideas suitable for national conditions,the open access policy of research results funded by government,the operation policy of open access journals,the construction standards of open access database,the integration policy of open access resources,and investment policy are focal points of open access policy of China.
