摘　　要： 近年来,随着社会组织的广泛兴起并日益发挥重要作用,国家相应的管理策略也出现了积极的转向。在注册登记方面,放宽准入使越来越多的社会组织获得"合法"身份;在运作内容方面,通过政府购买服务的方式着力引导各类社会组织面向社会公共服务需求,强化其公益属性;在政社分开方面,加快推进官方色彩浓厚的社会组织去行政化改革。这些政策转向在一定程度上突破了既有理论模式,呈现出一种新的倾向。 In recent years, along with the rise of＂ social organizations and their increasingly important role, the state has adopted a proactive strategy in management, including broadening access to make more social organi- zations to gain legal status, promoting the social organizations to provide public services in the way of purchasing of services and accelerating the reform of de-administrativization to separate the government and the offcial so- cial organizations. These policies differ from the description of previous theories and indicate a new tendency.
