摘 要: 基本普及学前教育,体现学前教育的普惠性与公益性是新时期我国学前教育的战略发展目标。但在我国现有学前教育资源中民办幼儿园占较大比重,因此,仅依赖公办幼儿园是无法实现上述目标的。因此,通过对民办幼儿园的治理来实现学前教育的普惠性与公益性是我国学前教育发展的理性选择。本文从民办幼儿园治理的角度出发,对我国民办幼儿园治理的现状及问题进行分析。在此基础上提出政策改进建议。 To build a public and inclusive preschool education system is our national strategic development goals. Since non- governmental-kindergartens take up a large proportion of preschool education, it is impossible to reach the goals if we solely rely on resources of public kindergartens. Hence, it is a rational choice for the state to realize public and inclusive preschool education through governance of non-governmental-kindergartens. This paper analyzes the status quo and problems of governance of non-governmental-kindergartens through theoretical perspective of governance, and put forward some suggestions.
