摘　　要： 新中国成立70年来,伴随社会主义市场经济体制的发展以及政府与市场关系的不断演进,民办高等教育经历了1949-1953年的改造消亡期,1978-1991年的恢复草创期,1992-2002年的高速发展期,2003-2016年的规范发展期,2017年至今的的分类发展期,现已成为中国高等教育的重要组成部分。在新时代,应把握民办高等教育发展中政府与市场关系的多态性和演变性规律,充分认识政府与市场关系演进的中国特色,促进民办高等教育市场发挥配置资源的决定性作用,并更好地发挥政府的作用。 Along with the development of socialist market economy and the evolving relationship between the government and the market, China private higher education in the past 70 years experienced such stages: extinction(1949-1953), restoration(1978-1991), high-speed development(1992-2002), normative development(2003-2016), and classified development(from 2017 till now), which had been the important part of China higher education. In the new era, it should grasp the polymorphism and evolution rule of the relationship between the government and the market, and fully understand the Chinese characteristics in the relationship evolution. Besides, it should promote private higher education market to play a decisive role in allocating resources, and make the government play its role well.
