摘　　要： 根据Rothwell和Zegveld等国内外学者的研究,科技创新政策工具分为供给面、需求面和环境面政策工具。本文对美国奥巴马政府实施的供给面、需求面和环境面科技创新政策进行了深入研究,总结提出了奥巴马政府科技创新政策的主要特点,并提出了借鉴美国经验完善中国科技创新政策的若干对策建议。 By using the methods of Rothwell and Zegvel, it divided the innovation pohcy tools into supply side policy tool, demand side policy tool and environmental side policy tool. According to the framework of innovation policy tool, the paper deeply studied the Obama administration＇s innovation policy, summarized its main characteristics, and finally put forward some suggestions.
