摘　　要： 根据国务院发布的有关推动“双创”的升级版意见中确定的指标,粤港澳大湾区持续致力于简政放权、放管结合、优化服务的改革。通过政策大力扶持新兴产业、力促产业结构升级,努力打造科技创新策源地、营建创新创业聚居区,鼓励科技创造,以提升科技创新支撑能力。在推进“双创”方面,粤港澳大湾区应当加强区域政策协调性,打造大湾区创新创业政策体系;深度挖掘大湾区人才资源,强化内地与港澳的创新交流;完善知识产权的保护体系,积极推动与国际规则对接;优化创新创业金融服务,为“双创”升级持久充能。 According to the indicators set in the upgraded version of the State Council's opinion on promoting mass entrepreneurship and innovation,Guangdong-Hong Kong-Macao Greater Bay Area has made tremendous progress in persistent efforts to simplify government and decentralize power,combine decentralization with regulation,optimize service reform,vigorously support emerging industries through policies,promote industrial upgrading,strive to create the source of scientific and technological innovation,build innovation and entrepreneurship communities,encourage scientific and technological creation,and enhance the supporting capacity of scientific and technological innovation.Next,in promoting mass entrepreneurship and innovation,The Greater Bay Area should strengthen the coordination of regional policies,build a policy system of innovation and entrepreneurship in the Greater Bay Area,deeply tap talent resources in the Greater Bay Area,strengthen innovation exchanges between China's Mainland and Hong Kong and Macao,improve the protection system of intellectual property rights,actively promote docking with international rules,and optimize financial services,upgrade lasting energy for mass entrepreneurship and innovation.
