摘　　要： 香港第一条管制传播媒介的法例于１８４４年制订，那是香港成为英国殖民地后第二年所通过的《监管书籍及报刊印刷及设置印刷机条例》。自此，香港监管印刷媒介的法例便经历了三个时期：１．注册监管时期（１８４４年—１９００年）；２．内容监管时期（１９０１年—１９８５年）；３．监管自由化时期（１９８６年—１９９７年）。至于电子传媒，则由二十年代初有电台广播开始即实施严厉的监管。目前，香港享有高度的言论及新闻自由，其宽松化是由１９８５年中。 Since enactment of the first ordinance on the control of printing of books and newspapers in 1844, the legal constraints on print media in Hong Kong have undergone three stages: control in registration, in contents and control liberalized. The legal boundary on electronic media, on the other hand, have always been strictly drawn and enforced. The current law on freedom of expression and of the press have been liberalized when the Sino-British Joint Declaration was signed in 1985.
