摘　　要： 资源是高校赖以生存和发展的基础。在我国,政府集高等教育举办者、管理者、监督者于一体,对公办高校资源具有绝对控制力。而追求自治是高校与生俱来的特质,越来越强的政府资源控制引发"政府悖论",导致高校资源配置的失衡、失范和失效。解决高校发展的"政府悖论",关键是要推进政府对高校的"放管服"改革,包括促使政府的"自我革命",建立多方共管机制,创新服务体系。 Resource is the foundation of existence and development foruniversities.Controlling resources in public universities,our government acts as organizers,managers and supervisors in higher education.At the same time,in universities,pursuing autonomy is their inherent characteristics.Growing control triggers the“government paradox”,which results in less balanced,less normative and less effective resource allocation.It is the key to solve the“Government Paradox”in development that we should promotereforms to streamline administration,delegate more powers,improve regulation,and provide better services for colleges and universities,more importantly,to accelerate government's“self-revolution”,establish co-management mechanism among parties,and to update service system.
