摘　　要： 官僚主导的特征构成中国高等教育财政控制的基本底色,成为基因深植中国高等教育改革发展之中,新时期推进"双一流"建设也不例外,依然遵循着财政官僚控制的逻辑和非均衡发展的路径依赖。政府通过扩大财政规模和财政适度放权为大学提供更加优厚的财政资源和更多的财政自主权,激发大学追赶"世界一流"的信心和活力。但在财政官僚控制逻辑下,高等教育发展仍会出现新的资源配置效率不高、主体动力不足、结构发展不平衡等问题。需要树立"中国特色"高等教育发展道路自信,重树学术主导的财政理念,再造多方共治的财政体制。 Bureaucratic dominant features,which constitute the fundamental underpainting of public finance control in the higher education of China,becomes genes deeply embedded into the development of China's Higher Education Reform.We still follow the logic of public finance bureaucratic control and the path dependent of unbalanced development to push forward the construction of'Double World-class'.The government provides universities with more fiscal resources and more fiscal autonomy by enlarging the public finance scale and moderately decentralizing fiscal power to stimulate universities'confidence and vitality to catch up with the'world-class'.However,in the logic of fiscal bureaucratic control,there will still appear problems such as low resource allocation efficiency,the lack of motivation,structural imbalance and so on.Therefore,it is necessary to establish confidence on the path of higher education development with Chinese characteristics,and rebuild the academics-led fiscal idea and co-governed fiscal system.
