摘　　要： 发展既是一个理论问题,也是一个实践问题。文章分析了传统发展观的特点、代价及“发展”概念的哲学基础,论述了新发展观的基本含义和特点,并对传统发展观与新发展观的关系进行了探讨。 Development is not only a theoretic topic, but also a practical topic. This article analysed the characteristic, cost and philosophical base of definition of ＂development＂ of traditional developing concept, also analysed the meaning and characteristic of new developing concept, and then discussed the relations between them.
