摘　　要： 冷战后,从维护霸权的目的出发,美国的国家安全战略表现为:以“先发制人”为手段,以反恐和防止大规模杀伤性武器扩散为当务之急、强化相对优势并在中长期内遏制挑战者。发动伊拉克战争、对伊拉克的战后重建以及推动所谓“中东改造”是美国实现其全球战略的现实选择,将对国际关系格局产生深远影响,但面临许多的不确定性因素。 After the Cold War, America＇s grand strategy is to maintain its hegemony.The national security strategy of the USA advocates preemptive use of military force against terrorists or state sponsors of terrorism in the post- September llth world.Its objective is to strengthen comparative predominance,keep potential rivals within limits, The lraq War,reconstruction of Iraq and transformation of the Middle East are the means to accomplish its grand strategy.It will have deep impact on international system,though there are full of uncertain factors during the reconstruction.
