摘　　要： 社会救助是一项保民生、促公平的托底性、基础性制度。我国的社会救助历经六十余载的发展,已经形成了比较完整的社会救助体系并在不断探索中前进。在全面推进依法治国的浪潮下,如何在充分借鉴国外经验的基础上构建具有本土特色的社会救助制度并使之法治化,是我国社会救助制度的发展方向与必经路径。 Social assistance is a basic institutional arrangement to protect the people＇ s livelihood and promote the fairness. China＇ s social assistance has formed a relatively complete social assistance system and continues to be forward in the exploration with more than 60 years of development. Under the wave of comprehensively promo- ting the rule of law, how to construct the social assistance system with local characteristics and make it legalized on the basis of fully drawing lessons from foreign experience is the development direction and necessary path of China＇ s social assistance system.
