摘　　要： 公共治理变革需要提高到战略管理的高度,从总体上深入思考、厘定治理变革的基本问题。首先需要直面各种挑战和障碍,明确大势所趋和战略目标。在推进公共治理变革时,寻求强制变迁型、权益驱动型、危机驱动型、精神驱动型等变革模式的组合互补;把握现代治理变革的战略性主题,在变革多层次内容的同时,抓住变革的实质。 Public governance reform needs to be raised strategically to think deeply and understand basic problems of gover-nance change in general. First of all,we need to face a variety of challenges and obstacles,clearly represent the generaltrend and strategic target; then combine complementary change modes,including forced change type,interest driven type,cri-sis driven type,spiritual driven type; lastly,grasp strategic theme of modern governance reform,change multi-level contents,and seize the essence at the same time.
