摘　　要： 推行高校非行政化改革,首先要实现高校的自治化和法治化;其次,要打破高校内部管理体制和运行模式的泛行政化,实现部分职能和事务的社会化和市场化;再次,要实行内部管理体制和方式的去官僚化、民主化和柔性化、人本化改革,从而保证高校中作为核心职能的学术事务能够实现自由、民主。最后总结了这些内容之间的层次关系和特征。 To implement university non-administration reformation, the first thing is to realize its autonomy and monocracy.Second,is to break the extensive administration on university management system and operation models so as to achieve the socialization and marketization of part functions and affairs.The last thing is to reform the inner management systems and modes,that is to get rid of bureaucracy and actualize democratization,flexibility and humanity in order to ultimately ensure the liberty and democracy of academic affairs as the core role in university.Finally summarizes the traits and the connections among these contents in this paper.
