摘　　要： 政府绿色变革就是以科学发展为根本目标,既涉及政府辅助流程变革,包括相关法律与政策、政府文化、组织结构和政府绩效考核体系的绿化;又涉及政府的主要流程变革,包括内部职能运作的绿化、环境管理体系的建立与实施和绿色职能的社会化。政府绿色变革模式采用业务流程变革和价值链原理,展示了政府绿色变革的目标、内容及其流程。 Green transformation on government aims at scientific development, which concerns government assistant process transformation and primary process transformation. The former includes the virescence of the law and policies concerned, culture, organization structure and performance assessment systems. The latter includes the virescence of inner function operation, the foundation of environment management systems and the socialization of government＇s green function. Green transformation mode for government, which uses the principles of business process and value chain, presents the goals, the content and the process.
